                                #NHL 2019/20 RULE CHANGES (summary/thread): Expanded video review, enhanced player safety initiatives and promoting more offence/game flow. Unanimously approved by NHL BoG, GMs and Competition Committee over past week. Rule Book language will be worked on in coming weeks.

                                COACH’S CHALLENGE NEW OPTION: In addition to Off-side and Goalie Interference, a 3rd option allows Challenge of goals after plays in Offensive Zone that should have resulted in a stoppage. Discretionary stoppages (penalties)still cannot be challenged. @StellickSimmer @SiriusXMNHL

                                UNSUCCESSFUL CHALLENGES: The number of Challenges no longer limited based on time-outs. Permitted to Challenge at any time Consequences 1) Minor for Delay of Game on 1st unsuccessful Challenge 2) Double minor for Delay of Game for each additional unsuccessful Challenge

                                REF REVIEW - MAJOR/MATCH PENALTIES: Required to conduct review of all Major (non-fighting) and Match Penalties. To confirm and or reduce penalty to a minor. No option to rescind penalty. The Ref will not otherwise consult with the NHL Situation Room with respect to their review.

                                REF REVIEW - HIGH-STICKING DOUBLE MINOR: Refs have the ability to conduct on-ice video review to confirm (or not) original call on the ice, and if the stick causing the injury was actually the stick of the player being penalized. This review at Refs discretionary, not mandatory.

                                HELMETS OFF: If helmet comes off during play, (a) exit playing surface or (b) retrieve and replace properly (with or without chin strap) Failure to comply results in a minor, a player who intentionally removes an opponent’s helmet during play will be assessed a roughing minor.

                                FACE-OFFS after ICING / start of PP: Following an icing and at the beginning of any power-play, the offensive team will have the choice of face-off dot. GOAL-POST GOAL: If post deliberately displaced by a goalie vs breakaway, a goal automatically awarded.
                                Some of this is going to slow down the game. But clearly they are reacting to the embarrassment from the officiating in the playoffs.
